Hey what's going on here? Gangin up on me for slacking! Where to start. OK. I do have some experience with kirker products and doing "hot rod" black. As far as your "budget" paint lines go, kirker makes a nice product. Flat black is really tough though because if you have any kind of imperfections, (dirt,bugs, runs) you can't sand and buff them out cuz it will be shiny there. What you spray is what you get. Also if you're painting a chrome bumper you have to sandblast all the chrome off first then lay several coats of catalyzed primer(not laquer) that is direct to bare metal approved, then wet sand with 500 grit or so to get the paint to stick.
