Default Fuel Delivery Problem?

Vehicle: 1991 Ford F150 XLT Lariat 5.0L, purchased at a farm auction in Fort Morgan Colorado a month ago. Always garaged; under 57,000 original miles; spotless interior and exterior -- like new -- but it had been sitting in the garage for I don't know how long. This truck does not look like a typical Colorado farm truck; it looks like your granny drove it only to and from Safeway once a year.

I had to have a new engine installed two weeks ago because the oil pump quit working and ruined the original engine. I also had to replace the rear tank and rear fuel pump because it was filled with rust (probably from having sat unused for an unknown amount of time).

Issue: While driving today using the front tank of this 2-tank system, The engine began cutting out as though it wasn't getting fuel. Odd, because the forward tank is completely full, and I had not previously had any problems with it.

Some History: The rear tank was nearly empty, but probably had a gallon or two left. I had run it to near empty because while filling it the other day, fuel began pouring out the top of the tank. I took it to my mechanic and he told me to run it to empty so that he could pull it and correct the problem. Although he had replaced the fuel pump in the rear tank, he said he had to re-use the (whatever you call that thin that sits in the little hole at the top of the tank) from the old tank because the supplier of the new tank had not sent a replacement for that item.

Back to driving today: As soon as I turned the selector switch to the rear tank, everything worked just fine. I pulled into a gas station and put a few gallons in the rear tank. So, as long as I am running on the rear tank, everything seems to be working OK. But the forward tank is full. It switches back and forth between tanks OK, but the full tank in front is somehow not delivering fuel. So, what's up with that?

PS: When I first got the truck, the rear tank didn't work. I discovered that the 10 Amp fuse that controls it was missing. I put in a new one and it worked perfectly. Also, I'm an architect, not a mechanic.

I'd suspect the fuel pump in the front tank may need to be replaced. I'd drop the front tank and clean it out, with the idea it may also need to be replaced.
