Default Major power window problem, need expert.

I have a 1998 Ford F150 4.6L, I can't get the windows to work and the dome light and hood light don't work either.

I have relpaced the GEM (used), Driver widow switch, Door motor(new), replaced the acc relay(new), checked that there are no beaks in the wires from the GEM to the switch with a voltmeter (0 Ohms). I pulled all fuses even under the hood and checked them. The master switch on the drivers door is not getting any power. Makes me think its the GEM but the same problem occurs when I switch GEMs.

How do I check the GEM with a voltmeter to make sure its working?
I'm lost Now What?

My curiosity moves to the ground of the circuit. You could send that 12v all day and see it at the switch, but if you're not completing the circuit?
