Question Ford Club wagon 1989 E250

Hello guys (and girls) Totally new here but with alot of the stuff I have read here I believe its the place to be if U own and drive old Fords. First up I own an 89 e250 Club Wagon with a 5.8 or more lovingly known as 351W W/Multiport . Blast from the past. Got it after it had dropped a fuel.. Well both fuel pumps at some time or other and prior owner parked it for about 5 years. Got it back running now but went to drive it an kept popping through intake and falling on its face. Checked into timing and found that after pulling spout and setting timing at base 10* then reinserting spout nothing changed It stayed at 10* even when reved. I have already replaced the thick pack ( ignition mod.) The map. and checked that the harmonic balancer hasn't given up. Afraid I am looking at PCM but thought I would ask for Ideas here before spending the $. And before the argument I have seen starts.. It is not a duraspark system, that is in car engines this is an 89 truck engine that is what is diff in that year.
