Default stalling issue 1987 4.9

New here and looking for advice or any help. My truck is having idle issues. starts right up but when it starts it shoots up to 1700-2000 rpm and slowing dies til full stall in a matter of 10-15 sec. If I gas it and keep it at those rpms or higher it will keep going until I let off the throttle. Ive replaced many parts including the tps, idle solenoid, egr, eec relay, fuel pump relay, air and coolant temp sensors,air filter, spark plugs, ign coil, tank sending unit, and more. vacuum is at 20 in-hg which Ive read is normal. I pulled engine codes 23 and 67. 23 is for throttle too high or tps out of range and 67 is the clutch pedal position issue. I have disconnected the battery to clear the computer as well but codes come back. I tested the tps and got good ground, power, and smooth voltage increase as I opened the throttle. good ground to the pcm as well. I pulled the pcm and all the capacitors are looking good with no leaks or burns. checked the fuse box. both fuel pumps engage when key is on and relays click. My last idea is the pickup coil? would this cause a 23 code?
