Cool No power / speed

I'm buying a F350 gas with 460 (7.5L) automatic from a friend. Original problem was bad oil pump. The mechanic he took it to drilled thru the block trying to fix a broken bolt. Mechanic installed a used engine from an econoline van same size engine. When he picked it up it would not go faster then 20 MPH. He then bought a different motor on line (used) had it installed and still same problem. I started the truck yesterday and after 2 -3 minutes valves stopped rattling (engine had been sitting for few months without being started). I did notice allot of rattling coming from CAT. I couldn't take it for a drive (it was barried behind years of trash) but for the most part it was idling on it's own I felt the exhaust and felt no misfire, check engine light was not on. Could it be a vacuum line going to the transmission? Oh by the way it's a 4 X 4. strange that two different motors would do the same thing. Any ideas before I put a 3rd motor in it.

The cat is plugged or you have another exhaust blockage.
