as well as, could i just find a piece of steel and weld it to the other side to keep the draw bar straight?

Day late and a dollar short.
My best explanation to the ag hitch, was to tow farm implements including large tanks that carried liquids. This hitch looks like it allowed a cushioning from stops and starts with some from of spring or other device (looks like the 2 black cylinders in your photos). And the swivel part was because maybe most of these farm implements were set up wagon style with an axle at the front of the wagon like a vehicle. Maybe some equipment couldn't handle the tight turning radius of an auto, so the side to side swivel of these hitches prevented damage?
Welding the drawbar in place would mean loosing the cushioning effect of the hitch and the unwanted side to side swivel.
