Default Engine hesitation

Three shops have attempted to correct this problem. All said it was due to leaking vacuum lines which they worked on. When the engine is on an uphill grade it reacts like it is not getting fuel for an instant. It has cut off sometimes but always restarts with difficulty idling or accelerating. Any ideas?
