1998 Expedition 5.4, 194 led light bulbs for the running boards.

Exactly what booba said. I'd never get em for my truck, just an HD harness and ultra bulbs.
HID's don't provide for a low high function like normal bulbs and you have to get the right heatrange and whatnot or else they look bright, but are so scattered they suck in actuality.

Ok crossed off. Off road lights will take care of things.

That's what I would do. Auxiliary lighting would be best.

No sir, mine were old Ebay cheapy halogen units with LED accents.

If I were you, I'd look into replacing both ballasts with something compatable with your wiring.
